Common questions
Is PCA going away in Minnesota?
Yes. Community First Services and Supports (CFSS) is replacing PCA and the Consumer Support Grant. DHS began the transition on October 1, 2024, and people move at their yearly reassessment. DHS has not published a final PCA end date; the general transition deadline is September 30, 2027, after DHS extended it in May 2026.
Will my services stop while I switch from PCA to CFSS?
DHS says your county, tribal nation or managed care organization continues to authorize PCA or CSG while you complete the switch. Starting from the November 26, 2024 announcement, people receive up to six months of PCA or CSG while they transition.
Who is eligible for CFSS?
People who live in the community, can direct their own care or have a representative who does, are on Medical Assistance, a waiver or Alternative Care (MinnesotaCare in limited cases), are not using the Family Support Grant, and are found eligible in an assessment. Eligibility is the same as PCA.
How do I get an assessment?
Under 65, contact your county or tribal nation. Age 65 or older and in a managed care organization, contact your MCO; otherwise your county or tribal nation. The lead agency must complete the assessment within 20 business days of your request.
Can I change agencies if I am unhappy?
Yes, at any time, choosing freely among enrolled providers. The old provider must coordinate the transfer and release unused units. A provider that wants to stop serving you must give at least 30 days written notice in CFSS, with limited exceptions.
